Canada, the European Union and Japan have all filed appeals for dispute panels at the WTO against America’s section 232 duties on steel and aluminum imports. That’s not a surprise given the former two lost their exemption from June 1. The strategy could take over a year to play out and may fail given the WTO appellate body may soon become inquorate as the U.S. has blocked new appointments. The use of WTO disputes has also been deployed in the solar power industry after the U.S. section 201 duties.
